Soldier's grave marker to be corrected 90 years later
John Chester Foster, the first Springfieldian to die in combat in World War I, is buried in Arlington National Cemetery. He was a lifelong resident of Springfield, but his grave marker at Arlington says he was from Kansas.
His descendants are asking the cemetery to have the mistake corrected. This is the second time the issue has been raised. The marker was supposed to have been fixed 75 years ago.
From the Illinois State Register, March 8, 1936: “For more than 17 years official war records of the United States have listed John Chester Foster, Springfield’s first soldier to die in the world war, as originating from Pittsburg, KS.
Nobody who is alive now knows why the mistake wasn’t corrected when the family first raised the issue in 1936. But at least now we all know the name of the first Springfieldian to die in World War I.
The family wants John Chester Foster recognized as, Mark says, “a proud soldier of Illinois.”
“I’m going to get that headstone changed come hell or high water,” Mark vows.
John Chester Foster’s mother lived in Greenfield at the time of her son’s death. Through his letter to her, John’s commanding officer speaks to us from France. The date is April 30, 1918:
“… your son was killed by the burst of a high explosive shell while on duty in the front line trenches. His death was instantaneously (sic). He was a splendid type of a man and a soldier, greatly beloved and respected by his comrades and you have every reason to be proud of him as he met his death while in performance of his duty and fighting for a noble cause.
“You will be informed as to the location of his remains and his grave will be carefully tended by the proper authorities.
“Assuring you I share your sorrow and bereavement as his company commander….” signed Capt. S.D. Campbell of the 18th Infantry, commanding.
“Saturday word was received that the registries have been changed; Springfield has been inserted as the home address of Mr. Foster; Illinois will be permitted to claim the local man among its soldiers; a properly inscribed tombstone will be placed without delay.”
I would call 75 years a delay of some magnitude.
Foster’s grandson, Mark Foster of Lansing, knew nothing of this until recently. He found his grandfather’s World War I records in a box of things his father left after his death in 1982.
“I started remodeling my basement,” Mark says. “My wife said to get rid of all the junk. I was ready to walk this box to the garbage, but I had some time to kill, so I started going through it. One letter led to another, to another, to another.”
That is how Mark discovered the story of his grandfather, Cpl. John Chester Foster. The box even included the letter sent to John’s mother informing her of her son’s death.
“It sent chills up my spine,” Mark says.
It also included the 1936 story about the mistake on John’s grave marker. Mark got on the Find A Grave website to see a photo of his grandfather’s marker at Arlington National. When he did, he saw that the marker still read “Kansas.”
The confusion was John Chester Foster’s fault.
The old Springfield city directories from the early 1900s show him and his wife, Maud, and their children living at 1346 N. Third St. John held several jobs here, including as a messenger for Wells Fargo, a watchmaker, an insurance agent and a polisher at the Illinois Watch Co.
The city directory of 1913 shows that John and Maud had moved to 1247 Monument Ave. From 1914 on, they are not listed in directories. I cross-referenced 1247 Monument in the 1914 directory and found a William Bart listed as living there.
Mark says Maud and his grandfather were divorced. Both were Catholic. That and the fact it was 1918 meant the subject was never spoken of.
When John Chester Foster enlisted in the Army on April 17, 1917, he put Pittsburg, Ks., as his residence. However, he enlisted at Jefferson Barracks near St. Louis, which would not make much sense if he lived in Pittsburg.
The 1936 Register story says “Mr. Foster spent his entire life here and had a wife and four children before he left early in 1917, records disclose.” The story says he received aid from the Illinois veterans’ service agency.
Why he listed Pittsburg is lost to history. Perhaps it had something to do with the divorce.
At any rate, when his family later visited his grave in Arlington, they had trouble finding it. They weren’t expecting him to be listed as a Kansan.
The family returned to Springfield determined to correct the mistake. They enlisted the help of American Legion Post 754 and the local chapter of the Sons of Union Veterans. D.A. Herlihy, historian of the Legion post, is quoted in the 1936 Register as saying he didn’t know why Foster listed Pittsburg as his home on his enlistment papers.
Mark did some research and found Maud and the kids living in Springfield in the 1920 Census. If John’s family didn’t know anything about Pittsburg and if the Legion historian 17 years after John’s death said John was a Springfield guy all his life, then that appears to seal the deal.
I contacted Kaitlin Horst, a spokeswoman for Arlington National Cemeter, explained the situation and sent a copy of the 1936 Register story. A few days later, she got back to me to say, “We are looking into this and will work with the family to bring this matter to resolution. Headstone changes can be made through a formal request to the cemetery by the family with the proper documentation. Usually, it takes less than two months for a headstone to be replaced.”
Mark had written to U.S. Rep. Jesse Jackson Jr. asking for assistance. Someone from Jackson’s office also contacted Arlington. On Wednesday, Mark received a phone call from a military officer at the cemetery, formally requesting that the family send its written request.
“I have contacted my cousins, and they are thrilled,” Mark says. “I think we are on the road to correcting a 90-year-old error.”

Charles E. Foster, 74, of 2120 N. 16th St. died at 7:34 p.m. Wednesday at St. John's Hospital.
Mr. Foster was born in Vinita, Okla., the son of Chester and Maude Sidener Foster. He was employed by the Truman Flatt & Sons Construction Co. before his retirement.
Surviving are his wife, Ann (Mosteika); one son, Charles A. of Rogers, Ark.; one daughter, Mrs. Mary Ann Benya of Springfield; two brothers, LaRue of Bath, Gene of Lansing; three grandchildren; several nieces and nephews.
Services will be held at 9 a.m. Saturday in Sacred Heart Church with the Rev. Stanley Milewski officiating. Burial will be in Calvary Cemetery.
Kirlin-Egan and Butler Funeral Home is in charge of arrangements.

Apparently Train Victim; Funeral Services Will Be Tomorrow.
J. Leonard Foster, 1310 South Pasfield street, was found dead early yesterday morning near the C. & I. M. track, southeast of the Sangamon river waterworks. He apparently had been struck by a southbound train. One leg had been severed. He was 29 years old.
The body was found by James reeves, 427 North Fourth street, a C. & I. M. bridge guard. Foster and E. C. Calvert, 92 North Second street, had been fishing at the river Monday night, Late that night Foster told his companion he was going down the tracks a distance to sleep. A short time later Calvert also went to sleep near the waterworks.
Surviving Foster are his mother, Mrs. Maude T. Foster, city; three brothers, Charles and laRue, city, and Eugene Foster, Holstein, Neb.
Remains were removed to the Blach Memorial home where funeral services will be held at 9 a.m. tomorrow and at 9:30 a.m. at Blessed Sacrament church, Msgr. M. A. Tarrent will officiate and burial will be in Calvary.
Coroner W. L. Dragoe will hold an inquest at 2 p.m. today.

Anne M. Foster
Anne M. Foster, 91, of Springfield died Monday at St. John's Hospital.
She was born Dec. 1, 1906 in Springfield, the daughter of Anthony and Eva Kromelis Mosteika. She married Charles E. Foster in 1929; he preceded her in death in 1979.
Mrs. Foster was a lifelong resident of Springfield. She retired in 1987 as the office manager of Truman Flatt and Sons Co. She was a member of Sacred Heart Church, Altar and Rosary Society and the Lithuanian-American Club. She served as the director of the Glee Club at Cathedral Boys High School and was the organist and choir director for 50 years at St. Vincent de Paul Church and for 15 years at Sacred Heart Church.
Survivors: a daughter, Mary Ann Benya of Springfield; a son, Charles A. Foster of Rogers, Ark.; three grandchildren; a great-grandchild; and several cousins.
Services: Mass, 9 a.m. Thursday, Sacred Heart Church, the Rev. John Eck CSV officiation. Burial: Calvary Cemetery.
