Dear Penny,
I visited Leesburg and the DeVault Tavern with my mother and her siblings several times when I was a child. During that time, the occupant was Russell DeVault. My impression is that he was a bachelor but I may have forgotten a wife or he may have been a widower.
I am sure that Tracy must be right about the DeVault land divided by the Wataugh River but I do not remember a Watauga River in the Leesburg area and my atlas is no help. The two major rivers in upper east Tennessee are the Holston & the Chuckey. Now there are several TVA created lakes between Johnson City and the Tennessee - North Carolina state line.
Uncle Bruce Rankin lived in a farm house within a quarter-mile or so from the tavern. We usually visited him when we visited the tavern. A son William, called "Willie," and spouse lived with Uncle Bruce. I presume that the land was an inheritance from the DeVault connections.
I imagine that the tavern - home is probably on The National Register of Historic Places? The David Rankin House on the Snapp's Ferry Road in Greeneville, Tennessee was registered on August 26, 1983. I have a copy of the registration.
There is currently a U.S. Senator from Tennessee named Lamar Alexander who has Rankin ancestry. Aunt Nicky met him when he was running for governor about 20 years ago.
You probably have the data on Uncle David Bruce Rankin but four of his eight children died young. Three children by his first wife (Caroline Marsh) included a child (Jessie May) that died within four years but the dates are incorrect (1878 to 1882) because Caroline Marsh Rankin reportedly died in 1873, when another child (Mary Leota Rankin) was born.
Uncle Bruce married again in 1973 - to Mary Lyon. The first three children died within two years or less. The next two children (William Lyon Rankin) was born in 1892 and died in 1979 and (Alta Rosa Rankin) was born in 1898 and died in 1973.
Uncle Bruce's life span was from Oct. 24, 1849 until Oct. 30, 1936.
I think that Willie lived "hand to mouth" on the small farm where his father lived. However, he and his sister shared a windfall inheritance related to their mother's family (after Uncle Bruce's death). As I recall an unmarried close relative had accumulated considerable wealth. As a result, it is probable that Willie & his sister and their heirs left the Uncle Bruce property long ago.
Willie had two sons - Horace Cox Rankin (born Sept 28, 1931) and James Robert Rankin (born Jan. 30, 1937). I have no information about Horace's children, if any. James Robert had two sons - Robert Wesley Rankin (born 1963) and Allen Rankin (born 1967).
Alta Rose Ranken married Jeter Burleson. She had two sons - William Burleson & Bruce Burleson (birth dates not known). There was a Bruce Burleson, Jr. (birth date also unknown).
It is certainly possible that the children or grandchildren of Willie and Alta or some of them are still living if Tracy wishes to pursue that DeVault connection any further.
I am enclosing notes about relatives that my be able to provide further information about their families:
1) Maurene T. Allen. Her mother (Mary Doyle Thessthle) checked out their Doyle ancestry thoroughly. She wrote a review of 20 pages or more. I had a copy but it has been lost. I was contaced by Mrs. Green when she was preparing her Doyle history. She provided the address & I wrote Maureen but she never responded. (I met her when she and her brother visited East Tenn. with their parents. I understand that her brother is an M.D. and like Virginia and me, Mary & her husband were old parents - Mid-thirties marriage.
2) Mary Elizabeth Rankin - self explanatory
3) Lonnie G. Doyle - He contacted me for Tennessee Doyle information.
4) Earl's father was the youngest of the Rheatown Doyles. Ed was a "black sheep" that had numerous relationships and apparently had unknown number of children. Earl has overcome a poor start and owns a florist ship in Greeneville. He has exchanged information with Ms. Green and may have a copy of her Doyle family history.

Robert M. Weems
FORT MILL -- Mr. Weems, 86, passed away July 23, 2009. He was born and raised in Tennessee and attended the University of Tennessee at Knoxville. Mr. Weems was a Claims Manager at CIGNA in Charlotte for more than 20 years before retiring in 1987.
He was a loving husband, father and grandfather that will be greatly missed by his family. He is survived by his wife of 52 years, Virginia Chadwick Weems, daughter Virginia Buff and husband Lonnie Buff of Greer, SC, son Robert P. Weems and wife Lariza Weems of Fort Mill, SC, grandchildren Rachel Buff, Nathan Weems, Andy Buff, Jessica Weems, Jeremy Buff, Maria Castillo and Grace Weems.
The family would like to thank Hospice and Palliative Care, Charlotte and The Haven for the loving care they provided.
Visitation for Mr. Weems will be Sunday, July 26, 2009 from 6:00 p.m. to 8:00 p.m. Services in Celebration of his life will be Monday, July 27, 2009 at 11:00 a.m. at Heritage Funeral Home, Weddington Chapel with Father Patrick Toole celebrant. Burial will follow at Forest Lawn East Cemetery.
Memorials may be made to Hospice and Palliative Care, Charlotte Region.

Dr.Philip D. Weems, 76, Veteran Physician, Dies
Dr.Philip D. Weems, 76,of 2127 25th St., died Thursday night at home after a long illness. A native of McMinnville,Tenn., he was a practicing general physician for 53 years. A former chief of staff at Mercy hospital, he was a member of the medical staffs of Mercy, Scioto Memorial and Souther Hills hospitals.
He attended Tusculum College at Greeneville, Tenn.,for undergraduate study and was graduated from the University of Tennessee at Memphis. Dr.Weems served the federal government in public health care at Staten Island Hospital in New York, and Veterans Hospital at Chillicothe. He came to Portsmouth to practice medicine in 1937.
Dr.weems served in the Navy Seabees in World War II, served in New Guinea as a lieutenant commander, and saw combat in the South Pacific. Also a medical examiner for the Naval Reserve, he was a member of the American Medical Association, Scioto County Medical Society and the American Academy of Family Practice.
He is survived by his wife, Mrs.Nellie Distel Weems; two sons, James P.and Paul D.,both of portsmouth; two daughters, Penny Sue McCaffrey of Bridgewater,N.J., and Vickie M.Weems of Cincinnati; two brothers, Dr. J. J. Weems of Memphis, Tenn.,and Robert M. Weems of Charlotte, N. C., and eight grand-children.
Services are planned at 10 a.m. Monday at Holy Redeemer Catholic Church, of which he was a member, with interment in Greenlawn Cemetery.
Friends may call at Daehler Funeral Home from 7 to 9 p.m. Saturday and from 2 to 4 and 7 to 9 p.m. Sunday. Reciation of the rosary is planned at 8 p.m. Sunday at the funeral home.
The family's favorite charity is the Mercy Hospital Foundation.

He Never Forgot
Death has taken from the community a man who devoted more than a half-century to the practice of healing and comforting.
A few years ago he announced plans for retirement but dedication to his profession and deep personal concern for the individuals and families who loved and trusted him, and had come to depend on his care and counsel, brought him back to his office until his final illness.
Dr.Philip D.Weems, dead at 76, touched countless lives since he came to Portsmouth in 1937 to begin the general practice of medicine, and all who knew him are the richer for the experience. His distinguished career included government service in public health care at Staten Island Hospital in new York and the Veterans Administration Hospital at Chillicothe.
World War II took him to New Guinea with the Navy's Construction Battalion (Seabees) and combat in the bloody campaign to regain control of the South Pacific.
Caring for his patients at Mercy, Scioto Memorial and Southern Hills hospitals, the years took their toll but the oath he swore upon graduation from the University of Tennessee at Memphis so many decades ago still inspired him.
"You do solemnly swear, each man by whatever he holds most sacred, that you will be loyal to the profession of medicine...that you will lead your lives and practice your art in uprightness and honor; that into whatsoever house you shall enter, it shall be for the good of the sick to the utmost of your power...that whatsoever you shall see or hear of the lives of men which is not fitting to be spoken, you will keep inviolably secret."
He never forgot and his family, his patients, his friends and his colleagues always will remember him.

A party for an engaged couple Sunday turned out to be a surprise for two of the guests. The party was a champagne breakfast at Chickasaw County Club honoring Mimi Weems and Robert McCallum Jr. Madge (Mrs. Henry) Phelan was hostess.
Mimi decided that since it was Father's Day, her father, Dr. Jerry Weems and her fiance's father, Bob McCallum, should be the center of attention at the primarily family party.
And the center they were. First they found themselves at the head of the table; then they were toasted and presented with Father's Day gifts from their children.
Just for fun Madge gave father-of the-bride Jerry an empty checkbook, and the bridegroom's father, a golf enthusiast, a set of miniature golf clubs.

THE WEEMS FAMILY ENDOWED SCHOLARSHIP FUND was established in 1997 by Dr. Jerome John Weems, class of 1934, and supported by family members. The fund honors the Weems, Doyle, Rankin, Malone and Bailey families, early settlers in East Tennessee, and recognizes three Weems family members and their distinguished careers in medicine: brothers Jerome John Weems, class of 1934, and Philip Doyle Weems, class of 1929, and cousin Bliss King Weems,class of 1928. Dr. J.J. Rankin practiced medicine in the Ottway community for over 50 years. The esteem with which he was held in his community did much to influence his grandsons Jerome and Philip to study medicine. Dr. Rankin was also the family physician for Bliss' family and served as a role model for Bliss as well. Scholarship preferencewill be given to able and deserving premedical students and then too ther science majors.
Dr. Jerome John Weems was the valedictorian of his class at Baileyton High School. After attending Tusculum College on a scholarship, he transferred to the University of Tennessee and graduated with B.S. andM.D. degrees at age 22. His class rank earned him a training post at John Gaston Hospital in Memphis. Dr. Weems then joined Nabers Clinic in Morristown, Tennessee. His work there with injured employees motivated him towards a career in occupational medicine.
In 1938, after his application for a commission into the regular U.S. Army Medical Corps was rejected because of visual problems, Dr.Weems moved to Memphis and joined the Chickasaw Ordnance Works, a DuPont company, as the Medical Director.
At the end of the war, Dr. Weems became a partner in the East Memphis Orthopaedic Clinic. He was a pioneer in the field of occupational medicine in Memphis, supervising the medical programs for such companies as Grace, Kimberly-Clark, Anderson Tulley and Quaker Oats. Dr. Weems was instrumental in establishing the Industrial Nurses Association in Memphis. In 1978 he was admitted as a Fellow in The Occupational Medicine Association. Dr. Weems was president of the Medical Staff of St. Joseph Hospital in 1982. In 1990, he was among those honored by the Memphis and Shelby County Medical Association for fifty years of service. He has nine children and 17grandchildren. Three of his sons are carrying on the family traditionin medicine.

Dr. Bliss King Weems enjoyed playing football during his years atTusculum College. He then graduated from the University of Virginia School of Medicine in 1931. After a year of post graduate training in Newport News, Dr. Weems moved to Waynesboro, Virginia and started a general practice. In 1934, he opened the first Waynesboro Hospital, primarily for the care of maternity patients. Later, the hospital, which is now known as Augusta Medical Center, focused on general medical and surgical care.
In 1942, Dr. Weems volunteered for service in the US Army and became chief of surgery in charge of the surgical activities of five causalities hospitals in England. He returned to Waynesboro in 1945 and continued his practice. Because of his devotion to the people in Waynesboro and his untiring work as a physician, March 13, 1977 was officially recognized as Bliss K. Weems Day by the governor of the Commonwealth of Virginia. During his career of 49 years, Dr. Weems delivered over 3,000 babies.
Dr. Weems had seven children and 14 grandchildren. One of them, Henri B. Weems, is a Tusculum alumnus, class of 1966. Dr. Weems died in 1997 at the age of 91.

Nellie Weems, 80, volunteer
Nellie D. Weems, 80, of Portsmouth, died Monday morning, Dec. 26,1994, at home after a long illness. She was with her family.
Born Feb.3,1914, in Portsmouth, she was the daughter of James R.and Nellie Questel Distel.
She has been actively involved as a volunteer at Notre Dame High School for 26 years. She assisted her sister, Ruth Kelso in establishing and coaching the Notre Dame girls track team. Together they coached the team to an SOC championship in their first year and won four other SOC championships in their 11-year coaching careers.
She has served as a volunteer in the school cafeteria. She has been a volunteer and member of the Mercy Hospital Guild serving as past president of that organization.
Nellie has been involved in the local tennis scene beginning when she was 9 years old and playing on the clay courts at the reservoir and Mound Park. She was one of the area's leading players in her prime and won several area and local championships. She continued playing tennis regularly until her illness prevented it. With her partner, Julie Peebles, she won several USTA women's 75 doubles championships and they were ranked fourth nationally.
Nellie was a volunteer reader for the local Radio Reading Service. She was a member of the Manila Rebekah Lodge of the I.O.O.F. and the Ladies Auxiliary of the V.F.W.
She was preceded in death by her husband, Dr.P.D.Weems, March 15, 1984; two sisters, Mary Eliabeth McNamara and Georgeann Distel; and two brothers, Roger and James Distel.
She is survived by two sons, Jim Weems of Lexington, Ky., and Danny Weems of Portsmouth; two daughters, Penny McCaffrey of Warsaw, Ind., and Vicki Weems of Cincinnati; a sister, Ruth Kelso of Portsmouth; 11 grandchildren; several nieces, nephews and cousins.
She was a graduate of the former Holy Redeemer High School and attended Ohio State University. She was a member of Holy Redeemer Catholic Church her entire life.
Services will be held at 10 a.m.Thursday at Holy Redeemer Catholic Church in Portsmouth, with the Rev. David Funk officiating, and interment in Greenlawn Cemetery.
Friends may call from 3 to 5 and 7 to 9 p.m.Wednesday at Melcher Funeral Home in Portsmouth, where recitation of rosary will be held at 8:30 p.m. Wednesday.
The family suggests contributions be made to the Notre Dame Developement Fund, the Notre Dame Athletic Association for the girls track team and Hospice of Southern Ohio.
