Donnie Morrell officiating. Burial will follow at Tri-Cities Memory Gardens. Pallbearers will be friends of the family. Honorary pallbearers will be Teneva Squares, Sullivan County Rescue Squad, Piney Flats Volunteer Fire Department and Bristol Police Department. Joseph “Howard” Phillips, 77, of Piney Flats, went to be with the Lord on Friday, October 30, 2009 after a short illness. He was born on December 28, 1931 in Piney Flats to the late Paul “Bulldog” and Gladys Neal Phillips. He was retired from the Sullivan County Rescue Squad, where he was captain, chaplain and dispatcher for many years and received numerous acknowledgments and rewards. He owned and operated his own country store, Howard’s Cash Market, which was a gathering place for fellowship shared by friends and family. He was a lifetime member of Enterprise United Methodist Church and the Buffalo Ruritan Club.
He is survived by his wife of 52 years, Virginia Phillips; a brother, Harold Phillips and his wife Patsy of Piney Flats, grandchildren, Nicholas, Patrick and Kaitlin Outterbridge and Matthew and Adam McMillan; great granddaughter, Aaliyah Rain Outterbridge; sisters-in-law Nellie “Dean” Browning and Mary Eastridge; brothers-in-law Bill Eastridge and Ed Tittle, and several nieces and nephews. He was preceded in death by his daughter, Lynn Phillips, and a sister, Frances Tittle.
The family will receive friends from 6 until 7:45 o’clock Monday evening, November 2, 2009 at Oakley-Cook Funeral Home. The funeral service will follow at 8 o’clock in the funeral home chapel with Pastor George Hall and Rev. Dan Theiben officiating. The committal service and interment will be held at 10 o’clock Tuesday morning in Forest Hills Memory Gardens. Pallbearers will be Max Coats, Ed Smith, Jim Smith, Matthew McMillan, Adam McMillan and Richard Garland. Honorary pallbearers will be Daren Outterbridge, Nicholas Outterbridge, Patrick Outerbridge, Lee McMillan and beloved missionary friend of Africa, Mike Brown. In lieu of flowers, contributions may be sent to Mae Coates 1419 Enterprise Road, Piney Flats, TN 37686 for Enterprise Church Memorial Fund. Condolences and memories may be sent to and viewed at www.oakley-cook.com. Mr. Phillips and his family are in the care of Oakley-Cook Funeral Home.
