BASIC FACTS
Richard Martin Kitzmiller Deakins was born on 18 December 1846 in Tennessee.3 He was born on 18 December 1847 in Tennessee.1,4,3 He and Elizabeth Jay Bachman were married about 1878.3 He died on 6 January 1907, at age 60.1,4 He was buried in Sulphur Springs Cemetery, Washington Co., Tennessee.1,4 Richard Martin Kitzmiller Deakins had reference number 19970. He was a Farmer and merchant; Farmer (1900.)2,3 He was enumerated on the census in Washington County, Tennessee (1900.) R.M.K. Deakins was a farmer, a Union soldier, and one of the first merchants in the area. His store was located eight miles north of Jonesborough, also served as the Post Office for the Morning Star Route. He also operated a cannery on the farm. His Victorian house was completed in 1890 after nearly four years of construction. (There is a photo of the Deakins home on page 308 of "History of Washington County Tennessee - 1988.") From the information below, it appears that R.M.K. Deakins was also a Justice of the Peace for a time.
The following information came to me from Janelle Morrow Walker Warden. It is from the Washington County Justice of Peace Docket book; judgments from January 2, 1872 until January 5, 1935. The book was given to Dr. William E Kennedy by Parker Street grandson of Ray Kennerly, who was a magistrate and commissioner in Washington County for 12 years.
Notes from Kennedy: "The docket book is a Justice of the Peace Docket. The members of the county commission were also Justices of the Peace at this time and were required to keep a docket of proceedings. This type of judgment was ruled unconstitutional by the United States Supreme Court in the 1950s because Justices of the Peace had a financial interest in the decisions made. These types of judgments are now made in Sessions Courts. The book is in fairly good shape except for tears and stain spots."
The last handwritten receipt in the J.P. Docketbook is dated April 19, 1893 and found on page 25. It states: "Received of J.B. Galloway $16.87 on a judgment that J.C. Bacon obtained against T.J. Galloway before R.M.K. Deakins 1892, this April 29, 1893-(signed) / J.C. Bacon."

Dies In Plane Crash In Italy
First Lt. Richard S. Deakins, 25-year old P-51 Mustang pilot, was killed in a plane crash in Italy November 24, the War Department has notified his parents, Mr. and Mrs. A. A. Deakins of Jonesboro, route 6.
The officer had been home for a 30-day leave and recently returned to Italy for his second tour of overseas duty. He was a veteran of 50 missions over Italian, Austrian and Balkan territory and had six victories over enemy aircraft to his credit. His medals were the Distinguished Flying Cross, the Air Medal with 13 Oak Leaf Clusters and a group Presidential citation with one cluster.
The first two Nazi planes bagged by the fighter pilot were shot down last March 3 during a mission on which fighters were escorting heavy bombers attacking Viterbo Airfield in Italy. That day the Jonesboro man destroyed a German Messerschmitt-100 and a Focke-Wulfe-190, which were attacking the bombers. His last victory was chalked up on his 50th and last mission.
In all of his encounters with enemy aircraft, Lieutenant Deakins fired less than 2,000 actual rounds of ammunition.
Immediately before enlisting in the Army Air Forces March 31, 1942, Lieutenant Deakins was graduated from the University of Tennessee, where he majored in agriculture. A graduate of Sul- (missing line - cac) attended East Tennessee State College in Johnson City before going to U-T.
Surviving besides his parents are three brothers, A. A., Jr., and Clarence, both of Jonesboro, and Pvt. John Deakins of Sioux Falls, S.D., and three sisters, Miss Helen Deakins, student at U-T, Knoxville, and Mrs. R. M. Britton.

Truck Stop Yields Slots, Booze
JONESBORO -- Washington County deputies raided a local "key club" and charged it's operator with operating a gambling house and several related offenses early Sunday, Chief Deputy Beryl Collins announced Monday night.
Collins said the group of deputies led by Sheriff James L. Seehorn raided the West Hills Truck Stop at about 2:30 a.m. Sunday and arrested 54 year old Clarence Deakins, 208 East Ninth Ave., Johnson City, there.
The raid, according to Collins, took place after deputies stopped cars leaving the establishment and checked drivers for driving while intoxicated. "We asked them (the drivers) how much they had had to drink and where they got it," Collins said.
When deputies entered the highway 11-E establishment, according to Collins, they found "seven or eight" patrons inside in the midst of a "mini-Las Vegas." Confiscated, Collins said, were: 10 - 12 gallons of liquor, 18 cases of beer, several tip boards, a dice table, two slot machines and bar equipment.
Deakins is the brother of former Washington County Sheriff John Deakins and was freed after posting a $3,500 property bond, according to deputies. He faces an Oct. 15 hearing in General Sessions Court in Jonesboro on charges of selling liquor by the drink, possessing beer for resale, possessing gambling devices, and operating a gambling house, according to Collins.

Jonesboro Gambling Case Parties Reach 'Agreement'
JONESBORO -- A Rt. 8 Jonesboro man entered guilty pleas to charges of possessing gambling devices, operating a gambling house, selling beer without a license in General Sessions Court here Wednesday after an "agreement" involving the dismissal of two other charges against the man was reached with the Attorney General's office.
Judge Stewart Cannon ordered Clarence Deakins, operator of the West Hills Truck Stop on Highway 11-E to pay a $50 fine on each of the three charges, plus court costs.
Although Deakins pleaded guilty to possessing gaming devices, Cannon did not order a pair of "electronic machines" alleged to be gaming devices by Deputy Sheriff Beryl Collins who led a raid on Deakins' establishment in September.
Assistant Attorney General Pat Widener said a further investigation will be made to determine if the machines are gambling devices and added that a Federal Bureau of Investigation expert may be called in to look at the machines.
The operator of a Johnson City vending machine company earlier filed a motion with Cannon asking that the two machines be turned over to his firm on the grounds that they are "electronic pin ball machines" not gambling devices and had been placed in Deakins' establishment on a contract basis.
Charges of selling whiskey by the drink and public drunkenness against Deakins were dismissed by motion of the state.
